2014 Topps Blue Parallel

Is the blue parallel exclusively a Wal-Mart thing? I've gotten a few retail packs at Meijer and Target and run across blue parallels.

It states blue are Walmart exclusives below. Target is supposed to have the red parallels. And Toys R Us the purple parallels.

I know what it says, but I've been getting retail packs here and there to fill in where my boxes didn't come through and I swear I'm getting blue's in retail packs from Turrrget and Meijer (a regional chain in the Great Lakes region).
