    PHILADELPHIA -- The Philadelphia Phillies have signed right-hander Chad Billingsley to a $1.5 million, one-year contract.

    Billingsley spent all of last season on the disabled list for the Los Angeles Dodgers while he recovered from both Tommy John surgery on his right elbow. His contract includes performance bonuses.

    Billingsley averaged over 12 wins and nearly 180 innings per season from 2007-12. He is 81-61 with a 3.65 ERA in 219 games (190 starts), all for the Dodgers, who selected him in the first round (24th overall) in the 2003 draft.

    A 2009 NL All-Star, he has pitched in six postseason games for the Dodgers, three against the Phillies.

    To make room for Billingsley on the 40-man roster, the Phillies designated left-hander Cesar Jimenez for assignment.
