Yes, NPN means no purchase necessary.
Legally, these card companies have to offer their products for free, otherwise, they would be subject to gambling regulations. So put your name and address on a 3x5 index card and send it in a #10 envelope to the address above and you will be entered into a drawing and have a chance to receive one of the cards from the set...including inserts.
