Too few cards in a pack?

I got 3 packs of Topps 2014 Series 2 retail packs a few days ago; they were purchased from a minor league team shop in an open Retail box. They're suppose to have 12 cards in them, but one of them had 8. What's up with that? Is this a common occurrence?

Did that pack have a relic or autograph or printing plate card in it? Sometimes I have noticed that packs that have the "hit" card in it has less cards.

Oh, no, otherwise I wouldn't mind having too few cards! I know the fine print says that with certain packs, you get fewer "regular" cards if you have a hit since some hits are the same thickness as several "regular" cards, but this pack had 8 cards TOTAL. Is it possible someone opened the pack, took out the hit, then resealed the pack and returned it to the store?

Possibly. I dont trust retail packs. LOL!
