      I know I'm late, but yea....ground support is right on how the lottery works. The only way you can move up is into the top-3, otherwise you either stay where you are, or drop down if a team below you moves up.

            yes....they only pull numbers for the top-3 picks, so everyone else just falls into place from 4th-14th based off of records.
